Which plant species require an import licence issued by the Federal Ministry of Agriculture and Forestry, Environment and Water Management as set out in the Forest Reproductive Materials Act, Fed. Law Gazette No. 419/1996 and the relevant Ordinance Fed. Law Gazette No. 512/1996, as well as the two Council Directives 66/404 EEC and 75/445/EEC?
Two categories are distinguished:
Tree species regulated by the EU:
Fir (Abies alba), Japanese larch (Larix leptolepis), Sitka spruce (Picea sitchensis), Weymouth pine (Pinus strobes), Douglas pine (Pseudotsuga taxifolia), poplar - all types where vegetative reproductive material is concerned (Populus sp.), red beech (Fagus sylvatica), larch (Larix deciduas), spruce (Picea abies), common pine (Pinus nigra), Scots pine (Pinus sylvestris), red oak (Quercus borealis), common oak (Quercus pedunculata) and chestnut oak (Quercus sessiliflora).
Nationally regulated tree species:
Mountain maple (acer pseudoplatanus), black alder (alnus glutinosa), ash (fraxinus excelsior), stone pine (pinus cembra), bird cherry (Prunus avium) and European lime (Tilia cordata).
An import licence is required for both categories!
How do I get an import licence? What information must be provided in the application? Where do I submit the application? What does the application cost?
Send an informal letter to the Federal Ministry of Agriculture and Forestry, Department IV 3, Marxergasse 2, 1030 Vienna.
Applications can also be sent by FAX, fax number 01/71100/7399.
Necessary information:
Consigner and consignee of the plants
Number of plants, broken down by species
Size of the plant
Place of unloading
Planned entry point
Term of validity (maximum up to the end of the year)
The applicant must confirm that the plant material is to be used for non-forestry purposes!
Necessary documents:
Invoices (pro-forma), certificates of origin or phytosanitary certificates;
(serve as proof of the quantity applied for)
Costs:
The costs are stipulated in the official notice. A fee of € 21.80 is payable for the application, and a fee of € 3.60 is payable for every document enclosed (certificate of origin or other certificates).
How soon is a licence granted?
It usually takes about 2 to 3 weeks. (provided all the documents required are submitted!)
The original notice is necessary for the import! - therefore you have to take the postage time into account or you can pick up the notice directly from the Ministry.
How is the import handled at the entry point?
The notice (original) must be handed over to the phytosanitary control official.
The original notice is also required for customs, and the quantity imported is written on the back and confirmed by the customs office.
